Use of modes of operation and special modes can be critical for machinery to function, but who can use them?

According to a risk assessment, access to these modes may need to be limited only to authorized personnel. This can be especially important in Integrated Machinery Systems.

Training and passwords may not be enough to prevent unauthorized access to modes. So what approaches can be considered? ISO TR 22053:2021 discusses this as part of introducing a safeguarding supportive system.
